Solar-energy basics

These terms separate what sunlight supplies, what a photovoltaic system converts and what a meter finally records.

Power and energy
Power is the instantaneous rate of using or producing energy, measured in watts. Energy accumulates over time and is commonly measured in watt-hours or kilowatt-hours.
Irradiance
Irradiance is solar power arriving per unit area, usually expressed in watts per square metre. It is an input condition, not the same thing as electrical output.
Voltage and current
Voltage is electrical potential difference; current is the rate of electric charge flow. Their product gives electrical power for a DC operating point.
Cell, module and string
A cell is one photovoltaic device, a module connects many cells, and a string connects modules in series. A limitation at one level can affect the others through the wiring.
Rated versus real output
Nameplate values come from defined test conditions. Real output changes with sunlight, temperature, angle, shading, wiring, conversion losses and ageing.

How to use this article: Before using a number, identify whether it describes sunlight, DC module output, inverter output or billed energy, and record the time and weather boundary.

A solar subsidy is not a discount attached to any equipment with the word solar on it. It belongs to a named scheme, applicant category, electricity connection, project type, capacity calculation, technical specification, application route and verification date. A household may qualify for support for a rooftop PV plant while a later tracker, battery or other retrofit receives no separate payment.

What the current central residential scheme covers

MNRE's operational guidelines for the Central Financial Assistance component of PM Surya Ghar: Muft Bijli Yojana describe support under capital-expenditure mode for eligible residential consumers. The guidelines define an eligible residential rooftop-solar plant as a grid-connected system tied to a particular residential electricity connection of the local distribution utility and installed on a roof, terrace, balcony, elevated structure or as eligible building-integrated PV.

The same guidelines say no CFA is provided under this component to non-residential consumer segments such as commercial, industrial and government connections. A July 2026 Government of India statement continued to describe the programme as demand-driven for residential consumers with a grid-connected local-DISCOM connection applying through the National Portal, and separately said central financial assistance was not provided to commercial and government building categories under this household component.

New PV capacity, an expansion and a separate retrofit are different eligibility questions. Verify the current scheme before treating any quotation as subsidized.
Diagram description

A home with rooftop modules branches to three panels. One identifies a potentially eligible new residential installation; one identifies capacity addition or project type; the third identifies separate retrofit equipment. The lower boxes direct the reader to check consumer category, capacity, project details and the latest published rules.

Why capacity and component type matter

The June 2024 operational guidelines currently linked by MNRE set a capacity-based structure for the residential component: support for the first two kWp of eligible module DC capacity, a different rate for the next one kWp or part of it, and no additional central CFA for capacity beyond three kWp. Special-category locations and eligible group-housing or resident-welfare common facilities have their own entries. Because these amounts and conditions are policy variables, use the current portal calculation rather than copying a number from an old advertisement.

The guidelines explicitly allow an installation to include additional technology such as battery storage, a small-wind hybrid or a solar tracker. But the CFA calculation remains based on eligible solar-module capacity—not the price of the added technology. Permission to include a component is therefore not the same as a component-specific subsidy.

What happens when a household already has solar

Under the operational guidelines checked for this article, a residential installation that received MNRE CFA under a prior or current rooftop scheme and is later enlarged may receive additional CFA only for the eligible balance capacity up to three kW of the overall rooftop plant. The document gives examples in which an earlier one-kW subsidized system is expanded to four kW, but additional support is calculated only for two more kW—not for the entire addition.

Capacity-addition reading aid

potential balance capacity = max(0, 3 kW − prior CFA-counted capacity)

This restates the cap concept for learning only. It does not calculate entitlement: the current scheme rate, application history, actual overall plant, eligible added capacity, documentation and portal/DISCOM decision still control.

prior CFA-counted capacity
capacity already recognized for subsidy under the relevant prior or current MNRE rooftop scheme
potential balance capacity
upper screening quantity before current-rule and project checks
Example

If two kW has already been counted for central support, the screening balance is one kW. Installing three additional kW does not by itself make all three eligible.

The guidelines also state that a rooftop installation receives CFA only once after installation, and relocating an already installed system to a new place does not create new eligibility. Treat replacement, relocation, capacity addition and a separate automation retrofit as distinct scopes and obtain a written answer for the exact application before assuming support.

Follow the approved route, not a verbal promise

  1. 1. Confirm the live scheme.Open the official portal from an MNRE or Government of India page. Record the guideline title, issue date, amendments and the date you checked them.
  2. 2. Verify the consumer record.Check connection category, consumer account identifier, applicant details and whether any previous rooftop subsidy is attached to the premises or consumer.
  3. 3. Define the project precisely.State existing and proposed module DC capacity, inverter size, meter arrangement, roof location, storage or tracker additions and whether equipment will be moved or replaced.
  4. 4. Apply through the required portal stage.Create and preserve the official application record before taking any step whose timing could affect eligibility. Follow the current sequence shown in the consumer account.
  5. 5. Select and contract carefully.Use the vendor category required by the scheme, confirm compliant equipment and separate the gross price, assumed CFA, taxes, exclusions, maintenance and non-subsidized options in writing.
  6. 6. Complete inspection and documentation.Upload the required system details and geo-tagged evidence, obtain the applicable meter/agreement and allow the DISCOM to verify the installation before treating CFA as receivable.
  7. 7. Reconcile the final record.Compare actual installed capacity, portal-approved CFA, bank or loan credit and vendor invoice. Keep warranties, commissioning data and maintenance obligations with the project file.

The checked guidelines place the application on the National Portal, require a vendor registered there for CFA, and provide for DISCOM inspection before release. They also specify a domestic-content condition for eligible modules and describe minimum technical specifications. These requirements are not satisfied by a sales quotation saying “subsidy available.”

Read a subsidy quotation line by line

  • Ask whether the displayed price is gross or net.A net-after-subsidy price shifts eligibility and timing risk to the customer unless the contract clearly allocates that risk.
  • Separate eligible PV from optional equipment.Show module capacity, inverter, battery, tracker, monitoring, civil work and service as distinct lines rather than hiding them behind one assumed grant.
  • Name the scheme and version.“Government subsidy” is not enough. Record the official programme, component, guideline and amendment date used in the estimate.
  • State who bears a shortfall. The contract should say what happens if actual CFA is delayed, reduced or rejected because of capacity history, documents, equipment or workflow.
  • Do not confuse a loan with a subsidy.Financing must be repaid under its own terms; CFA is a separate policy benefit processed under the scheme. Compare both using the actual cash-flow dates.
Special cases that need a written answer

Group housing, resident-welfare common facilities, virtual or group net metering, building-integrated PV, shared roofs, tenant arrangements, changed consumer names, prior subsidies, expanded systems, behind-the-meter hybrids and state top-up incentives each add conditions. A technically workable project can still fail a scheme condition if its consumer, meter or application history is different from the rule being quoted.

For a grid-connected system that does not export, the checked guidelines make eligibility subject to approval by the relevant state electricity regulatory commission and describe DISCOM inspection of reverse-power protection. They state that off-grid installations are not eligible under this CFA component. Confirm the current local interpretation before procurement.
